Public Hearing – February 25, 2026
On February 25, 2026, the Joint Standing Committee of Inland Fisheries and Wildlife held a public hearing on LD 276, An Act to Modernize ATV Classification, Registration, Trail Access and Landowner Protections.
LD 276 would replace Maine’s current weight-based ATV standards with statutory width-based classifications, while seeking to preserve landowner liability protections, clarify municipal registration procedures, and maintain local control over trail access decisions.
Testimony in support was provided by the bill’s sponsor, Representative Tiffany Roberts. Testimony in opposition was presented by representatives of the Department of Inland Fisheries and Wildlife, major landowners, forest management organizations, and several ATV clubs. ATV Maine spoke in the neither for nor against segment.
ATV Maine’s mission is to expand trail systems, unite riders, and promote safe, responsible ATV use in partnership with landowners and local clubs. As a matter of principle, legislation significantly affecting ATV access and trail management should originate from, or be clearly supported by, landowners and ATV clubs. Neither LD 19 nor LD 276 were introduced at their request.
ATV Maine has taken a neutral position. ATV Maine has heard from landowners and ATV clubs in favor of LD 19. ATV Maine has heard from landowners and ATV clubs that are against LD 19. Both sides are passionate about their position. ATV Maine wishes to remain impartial.
At the public hearing, attending landowners made clear their opposition to LD 276 and reaffirmed their commitment to the 2019 Task Force compromises regarding ATV weight and width standards. Concerns were also raised regarding potential conflicts with the ongoing LD 1308 work group process examining public access to privately owned lands.
ATV Maine appreciates the sponsor’s efforts to address ATV classification issues. However, based on testimony presented and the position of key landowners, LD 276 does not reflect stakeholder consensus and risks further division within the ATV community.
ATV Maine remains committed to supporting the recommendations of the LD 1308 work group and to advancing collaborative, consensus-driven solutions that protect trail access and maintain strong landowner partnerships statewide.
