Maine ATV Riders: Your Voice Matters in the Future of the Unorganized Territories

If you ride ATVs in Maine’s Unorganized Territories, now is an important time to make your voice heard.
The Maine Land Use Planning Commission (LUPC) is beginning the process of updating its Comprehensive Land Use Plan (CLUP) — the guiding policy document that helps shape land use, zoning and development throughout approximately 10.4 million acres of Maine.
The current Comprehensive Land Use Plan was last revised in 2010. As LUPC begins developing its next update, the Commission is asking people who live, recreate, own property or spend time within the LUPC service area to provide input through its CLUP Pre-Process Survey.
That includes Maine's ATV community.
Why This Matters to ATV Riders
Much of Maine's incredible outdoor recreation takes place in the state's vast rural areas. ATV riders travel these areas, support businesses in nearby communities and rely on continued cooperation among landowners, clubs, state agencies and other recreational users.
Decisions involving land use can have long-term implications for recreation.
The Comprehensive Land Use Plan establishes broad policies that guide LUPC's decisions concerning development, natural and cultural resources and land use throughout its service area. Recreation is also among the topics being examined as part of the current CLUP update process.
This survey gives ATV riders, club members, landowners and others who use these areas an opportunity to provide input early in that process.
LUPC Wants to Hear From People Who Use the Unorganized Territories
You do not have to live in the Unorganized Territories to participate.
If you ride there, maintain trails there, own property there, operate a business serving visitors to the area or simply value access to these parts of Maine, your experience provides an important perspective.
The survey takes approximately 10–15 minutes to complete, and no personal or confidential information is collected.
The survey will remain open July through September 2026.
Take the CLUP Survey
ATV Maine encourages our members, affiliated clubs and Maine ATV riders who recreate within the LUPC service area to participate.
Paper copies of the survey are also available upon request and may be returned to LUPC offices in Augusta or Bangor.
Help Spread the Word
ATV Maine clubs can help by sharing the survey with their members through club websites, Facebook pages, newsletters, email lists and meetings.
The people developing Maine's future land-use policies need to hear from the people who actually spend time on the land.
